To go missing or rogue from a village, there are a few rules one must follow, especially the biggest issue; you must be from a village.


We all know everyone wants to be a missing ninja, if you don’t want too, consider yourself above average.


1. If registering for a missing ninja, consider yourself SOL, this site doesn’t allow it.
2. If you are planning on going rogue, note that you must have been active in your village at least two weeks prior the initial post. Active means active, at minimum, at least 3 topic’s dealings with villages with one other member from your village.
3. Once you go rogue, you have 72 hours to get “out” of village territory. Which means, your village has 72 hours to track you down, and yes they know the area better than you, so no trying to hide from them. If they get you within those 72 hours, you have to fight them off.
4. Rogue ninja aren’t considered “missing” in the terms of criminal behavior, and until they do something bad, villages think of them as “missing children”.
5. All rogue’s and missing ninja go into the “universal” bingo book. Giving details on your KKG, fighting style, and even jutsu’s you know. Along with rank, and any money you left with.
6. Criminal activity for missing ninja is reported via a bingo book. What you did, who you were with, and known associates. *Unless your in the backwoods taking a poop, someone somewhere at anyplace will see you, npc, pc wise whatever.* And any additional information, new jutsu’s, fighting styles, etc etc.
7. Going from Rogue to Missing ninja requires active criminal activity, murder, rape, and terrorism, stealing, to be reported by the Bingo Book. This means robbing an npc, or killing one. All active criminal activity is directed at PC players.
8. The rank you left with is the rank you get via missing ninja. Genin is D, Chuunin is C, Jounin C, Kage is A. Increasing one’s rank, requires active criminal activity. And will be determined by the severity of the crime.


The Bingo Book

So, you’re a missing-nin, ey? Think you’re tough shits now because you managed to get away from your village? Well, not really. The whole known world keeps an eye on the missing-nin of the land via the world class Bingo Book. It holds knowledge on every single ninja that has ever defected from their village, which includes their appearance, fighting style, bloodline, known affiliates, and any other useful data. The Bingo Book is the one situation where the term meta-gaming is ignored… Unless you’re in a situation where unless someone IC spilled the beans and absolutely no one else would know(Keep in mind the Book uses both PCs and NPCs), all other criminal activity will be written down in the Bingo book for public use.

As well, your rank is NOT determined by how strong you are or what your rank was before you left your village. No one cares about a Jounin nomad that left to travel the world… However people do care about a jounin nomad that left to travel the world with their villages top secret jutsu scrolls(Get what I’m saying here?) All ranks are determined by the amount and level of criminal activities performed by the missing-nin. Think of your rank as your level of threat… No one cares about a D-rank former shinobi that stole some old guys wallet, while on the opposite end of the scale an S-rank missing-nin is someone who performs multi-nation altering events and is typically warranted as “Kill on sight.” A brief explanation of ranks is as follows… Keeping in mind a combination of all aspects of a certain rank are taken into thought when deciding a rank(I.E, just because you’re as strong as a kage doesn’t mean you’re an S-ranked missing-nin.)

D-Ranked: Non-active, not powerful, no real threat involved. Target has not performed any real acts of criminality.

C-Ranked: Formerly or Occasionally active, moderately powerful, should be pursued within village borders. Target has performed minor acts of criminal activity, possibly without intent.

B-Ranked: Average Activity, Jounin-equivalent, should be pursued to larger radius. Target has performed larger or more numerous acts of criminal activity with direct intent.

A-Ranked: Above Average Activity, ANBU/Hunter-nin equivalent, should be pursued to nation borders. Target has performed large criminal acts most likely with direct malicious intent.

S-Ranked: Always active, At or above the power of a Kage, should be pursued to no end. Target has performed acts on a global scale and as far as the 5 great nations are concerned is wanted no matter where they stand. Target is always given a K.O.S order.

All records of missing-nin are kept in the Global Bingo Book, which is handled by assigned admins and mods.


Now, a Missing-Nin that has reached certain ranks and done certain things is of course going to be wanted within different villages. As such it is up to the villages themselves to post bounties and send Hunter-Nins to catch criminals(which will all be dependent on what village the missing-nin are affecting.)
