Bijuu Guidelines
Creation
For existing characters, they must be granted the Bijuu via sealing IN character.
A jinchuuriki must abide by all normal alternate character rules(I.E, in no way can they benefit another one of their alts)
Roleplaying
A jinchuuriki is entitled to roleplay as a normal character would
A jinchuuriki is entitled to form in character relationships, alliances, etc if they so wish.
A jinchuuriki MAY NOT use out of character relationships to influence the actions of their character
Any action made by the jinchuuriki MUST be able to be explained with a logical IC reason if so challenged. Likewise, any action thought unruly of the jinchuuriki can and will be challenged by any number of the public.
A jinchuuriki is a privilege, not a right- If you a jinchuuriki is thought to be breaking any rule said here, or simply abusing the fact they are a jinchuuriki, the staff are more than capable of stripping them of their privilege(Don't worry, its easy shit to find a reasonable RP explanation... I.E, transferring of the bijuu to another body, releasing the bijuu to the wild, etc.)
A jinchuuriki will be strictly monitored for personality traits, bijuu displaying any sort of deviation from the normal personality will get there entire post voided, possible more. This will be severely watched should it happen more than once, such as a emo girl hating bijuu being swayed by a happy go lucky girl, or a gay Sound bashing ninja, suddenly falling in love with a female sound ninja. What is defined in the personality, is defined for the life of the bijuu.
Bijuu-Related Powers and Techniques
A jinchuuriki MUST thoroughly roleplay out all of their actions that would lead to them in anyways accessing their bijuu's power.
A jinchuuriki must respect the fact that their power comes from literally, a demon. Thus, the demon's motive will typically be their own survival or the slaughtering of lives. When using a bijuu's power, a jinchuuriki must remember that aside from themselves there is another personality within them.
Outside influences are indeed allowed to tamper with a bijuu's power(I.E, the fuinjutsu used on Naruto by Orochimaru that destabilized the seal and, if not countered by Jiraiya, would have lead to the release of the nine tailed fox.)
A jinchuuriki must abide perfectly to the description given of their tailed beast, and must remember the specific stat line given to them(see below)
A jinchuuriki must train to control their bijuu.(See table below)
A jinchuuriki must respect the varying levels of cooperation from the bijuu and roleplay logically with that cooperation(See table below.)
There will be random chances of "inactivity" or "outside interference" Such as Sasuke going in with Naruto and the kyuubi... or the magical admin fairy Seraph posting saying "You using WAY to much chakra... the bijuu personality starts to become dominate"
Activating "tail" mode such as Naruto and co, is like opening the gates, but harsher in some respects. It hurts the body faster, weakens bones, uses chakra up way to quickly, blood and skin peel off, the distinction between friend and foe blurrs heavily at a -2 rate *Meaning, the one tailed - three tailed have minimal distinction, but the general rule of thumb is, the 9 tailed wolf, at 7 tails *bijuu* mode, has no idea who is friend and who is foe... ZERO*
Leaving a tailed mode at -1 is basically an act of god, and there will be a chance of a full bijuu take over. Should "reemergence" tail mode at -1, the damage will be enough to the body for instant fainting.
Bijuu are evil, just because they work with you today, doesn't mean you are magically friends, there main goal is escape, survival, and destruction. Not helping you achieve greatness, not rebuild a village, and not playing "mortal games" such as building armies, or dominating villages. EBIL... and should be acted according, as a general rule of thumb, they will manipulate you, use you, and when you are down they will kick you... expect to be "bogged" down when you do something the bijuu doesn't like, just because they gave you chakra two posts ago, doesn't mean when your dieing they won't take advantage of you and try to take over your body.... they will try... with 100% certainty.
The statlines and description of all 9 bijuu:
Level of Cooperation:
Low cooperation means the beast will be mostly unwilling to lend power, while High levels of cooperation indicate it is more easy to access their power. Likewise, Medium cooperation will indicate it won't be as easy, but it won't be as hard either.
Training
Controlling the Bijuu via Uchiha or Senju
Well, to start off with... You truly can't control the bijuu even with Uchiha or Senju. Uchiha could provided they had fully mastered the Eternal Mangekyou Sharingan, but this sites a long ways away from that... What you can do, however;
Uchiha
EMS; Grants you near full control of the beast until you're countered with the appropriate measures(See Minato vs Madara)
Standard Mangekyou Sharingan; Will grant you TEMPORARY(as in, barely enough time to make it leave a village and be sealed safely) in exchange for well over half your eyesight.
Tamoe 3; Tamoe 3 Sharingan is capable of very shortly "stunning" the tailed beasts, not necessarily immobilizing them but severely preventing their actions from taking place. There is no official post limit for it since it truly depends on the beast, but typically it is long enough to seal the beast, or in the event of the 8 or 9 tails it is long enough to start sealing it.
Tamoe 2 and Below; Can't even make it blink! Sucks for you...
Senju
Unless you really think you were as powerful as Hashirama Senju, Senjus can never really control a tailed beast. They do however have a technique that can surpress it fairly easily, though its lost its effectiveness over the years due to the loss of the Hokage's stone.

Hokage-Style, Sixty Year-Old Technique: Kakuan Entering Society with Bliss-bringing Hands
This technique can suppress the chakra of a beast up to 3 tails worth, depending on the Stamina/Chakra used, however it doesn't actually stun or incapacitate it. It is not nearly as effective as it was in canon, due to the stone being loss, but it can still be used to your village's advantage. It is ranked as an SS jutsu, and you may not meta-game to get it before you actually need it.
At 12-14 Stamina it's -1 tails worth(About -10 to its stats)
At 15-16 Stamina it's -2 tails worth(About -20 to its stats)
At 17+ stamina it's -3 tails worth(about -30 to its stats)
Fighting the Bijuu
So, to start off with you should know that a bijuu cannot be killed. They are creatures of pure chakra manifested into beings of hatred, even if you somehow managed to destroy its whole being(Nearly impossible given their Constitution and Stamina) they would merely reform later. Keep that in mind whenever facing one, you will not win in a contest of who can outlast the other.
Sealing will always be the most effective route, outside of that there is no real known way to contain them asides from controlling them via EMS(And even that can be countered).
To 'weaken' a bijuu its quite simple actually... You continually beat it down with many ninja firing their lazars at it till it's uber con/stam no longer means anything. Approaching one by yourself is typically a death wish, unless you've some unique strategies theres usually no hope to defeat it.
Sealing the Bijuu
The time it takes to seal a Bijuu and the strength of the seal always depends on the bijuu and seal used. All seals can be found at naruto.wikia.com. Canon seals don't necessarily depict their sealing time and whatnot, but you can assume the weaker the seal the easier it is to seal and vise versa(Iron armor having been stated as being much weaker than the Eight Trigrams Seal would be much easier to perform on a bijuu, requiring it'd be beaten down much less). You can assume all standard sealing techniques are SS-Ranked, excluding things such as the Pot or Tea kettle sealing techs.
The pot and tea kettle techs can be used to greatly reduce the time it takes to put a Bijuu into a jinchuuriki, and while it adds an extra step the techniques themselves serve as a temporary container for further preparations. These are ranked individually and are unique to Kumogakure and Sunagakure respectively.

Indicators: High Med Low
Genjutsu Protection= How well the bijuu helps guard the host from having their minds affected by genjutsu. Red is better, green is worse.
Rage = Amount of insanity/killing intent that affects the user upon activation. Red is worse, green is better.

The One Tailed Jinchuuriki

If sand is available, grants minor manipulation over it if not already a manipulator. If already a manipulator, grants pin-point skills in that area.
Genjutsu Protection
The one tails grants basic physical stats, with very high wisdom benefits at the cost of having a high rage rating.
The Two Tailed Jinchuuriki

If one does not have the element of fire, grants a basic veil of flames around the user that strike those that try to strike the jinchuuriki. If one does have the fire element, this veil of flames can be manipulated to a small extent(a few meters at best) and the heat is increased to a pure blue flame.
Genjutsu Protection
The nibi grants very high agi at the cost of other stats.
The Three Tailed Jinchuuriki

If one does not have the element of water, grants the ability to call forth bullets of compressed liquid from the mouth. If one does have the element of water, grants the above ability as well as greatly increases the potency of water techniques while greatly decreasing their cost.
Genjutsu Protection
The turtle bijuu provides an extremely high constitution at the cost of actually reducing speed.
The Four Tailed Jinchuuriki

If one does not have the element of earth, grants the ability to create minor shockwaves in the earth around themselves. If one does have the earth element, grants the above ability as well as increase potency/decrease the cost of earth techniques.

The monkey bijuu provides relatively good stats at the cost of being very rageful.
The 5 tailed Jinchuuriki

The dolphin horse allows its user to produce large amounts of steam from the pores in their skin and manipulate it to a basic extent. If the user has both fire and water element, they are capable of manipulating this steam to a very fine extent.

The 5 tailed bijuu provides high agility and steam production at the cost of other stats.
The 6 tailed Jinchuuriki

The 6 tailed bijuu allows its user to excrete a thin mucus-like layer of liquid chakra from their skin. This substance has extremely potent regenerative properties when applied to a target of choice from the jinchuuriki. In addition, if the user has the water element, this mucus can double as a source of water for techniques and adds an acidic property to them. It also increases the potency/decreases cost of water techniques.
Genjutsu Protection
The 6 tailed bijuu sacrifices large stat gains for unique abilities.
The Seven-Tailed Jinchuuriki

The 7 tailed bijuu grants the user a hard-plated exoskeleton that deflects most low tier ninjutsu and taijuts and thin insect-like wings on their back capable of flight and generating gusts of wind. If the user has the wind element, these wings can generate more powerful gusts and their wind jutsu has increased potency/decreased cost.
Genjutsu Protection
The beetle-bijuu offers both high defensive and speed related abilities with smaller drawbacks.
The 8-tailed Jinchuuriki

The 8 tailed bijuu grants strong tentacle-like appendages capable of using suction as well as swiping at opponents. It also grants the user the ability to spawn ink at will.

The 8 tails provides excellent stats with little drawbacks asides from it’s rage.
The 9 tailed Jinchuuriki

The 9 tailed bijuu no doubt provides the strongest stat benefits to a jinchuuriki. Furthermore, due to the tendencies of the beast’s personality, the longer the powers are activated the more powerful the host can grow. Each post using the Kyuubi’s power increases the stat bonuses by another +1, up to a maximum of an additional +6(Meaning +16 in the above mentioned stats).
Genjutsu Protection
The fox bijuu is no doubt the strongest of all 9 demon beasts and provides the best physical bonuses of all.
Bijuu Personalities
It should be dually noted that when starting out each bijuu is a mindless killing machine with thoughts only for itself. In most cases it will only lend its powers when they feel their own life is threatened… However, in the process of training them a mysterious change of faces occurs within each demon held within a jinchuuriki. In essence, the bijuu require a host in order for their true personalities to manifest outside of their rage filled actions.
For example, the 8 tailed Ox was noted as one of the most blood thirsty rage filled bijuus that constantly broke free of every host it was put into and repeatedly wreaked havoc through Kumogakure… However, ever since Killer Bee mastered him he became rather calm and collective. He willingly grants words of advice to Bee even when they do not benefit himself(Such as when he told Killer Bee how to save his animal friends when being attacked by Kisame). The beast itself said he was once filled with rage, but since meeting Bee he changed quite drastically.
A similar occurrence is expected with Naruto and the Kyuubi, as the very last expression showed by the Kyuubi was that of a weak and saddened animal.
So yes, it is possible to have the personality of a bijuu change in favor of the host. It could be considered a form of bonding, however in the end the bijuu will always want self-preservation. Even though the 8 tails showed comical relationships with Bee, he eagerly awaited his release to fight Sasuke and his team.
Keep in mind as well though, the administrators will still control the personality of the beast within the host. This means in general they will hold the hand when you attempt to take too much power from the bijuu, or when an opportunity occurs
for them to force you into the tailed form.
Tailed Forms
The primal uncontrolled mini-bijuu forms are well-known throughout the series. In truth they only provide a fraction of what the mastered bijuu does, and as such the stat gains can be seen as fractions of the full potential listed above(I.E, 1 tailed form for the giant ox would receive 1/8th stat increases and benefits). These are really a drawback more than they are a benefit… If the mini-form is ever pushed to all tails the bijuu posses then the bijuu is essentially released from their binds. The administrator controlling your bijuu also controls when the tails are released/how many at a time.

Training

After unlocking their power via roleplay, a jinchuuriki will use the following guidelines for training.
A jinchuuriki host is expected to train logically, and along with all their other actions their training can and will be challenged if seen unfit/unworthy. This isn’t like training jutsus, you don’t just show up with some scrolls and put a bunch of filler words in to reach your word count. A bijuu is in fact another personality, and a jinchuuriki is expected to roleplay like it would with another personality. They must train it while in character, meaning they are capable of doing ‘training’ while in a fight, in a topic with another person, etc. Logically, it would be thought that the host will advance their own potential when experiencing emotional or physical stress. While they are capable of controlling the reactions and words of the tailed beast, each host is expected to abide by the descriptions given. A jinchuuriki does not have to train their bijuu all at once to reach it’s max potential. A jinchuuriki’s normal power that it’ll initially train to use is a basic version, it is just a basic version of the speed, power, and chakra of the bijuu inside them. I.E, Naruto simply calling out the fox’s chakra in the chuunin exams to overwhelm Neji. The initial post training is NOT for the ability to call out the tails of the demon.
The max, no matter how hard you train, that a jinchuuriki can use a bijuu’s chakra, power, speed, etc before the bijuu would be released is 20. After a jinchuuriki uses a bijuu’s power(and then stops using it), they must wait the number of posts using the power x 2 before they can use it again in the same battle. I.E, if I use my bijuu’s power for 3 posts then stop, I must wait 6 before using it again. These are the jinchuuriki’s post only, not anyone elses.
To train:
For high cooperative bijuu, it takes 250 words of training for each post to use the bijuu. Thus, for the full 20 posts it will require 5,000 words.
For medium cooperative bijuu, it’ll take 500 words of training for each post. Thus, 10000 words for the full 20 posts.
For low cooperative bijuu, it’ll take 750 words of training for each post. Thus, a whole 15,000 words for the full 20 posts.
After a jinchuuriki has fully trained their bijuu’s normal power to it’s max potential of 20 posts, they are capable of a secondary training. Normally, when they use the bijuu power beyond it’s limit they will start to enter the ‘tail’ mini-forms, and at the start this is an uncontrollable rage almost completely controlled by the bijuu itself. Using the tail forms leaves the user exhausted, damaged, and very near death. However, when trained, they can gain control of this form and minimize the damages brought upon by it. At most they can maintain the tail mode for 10 posts while controlled, 15 if it is primal and uncontrolled. To gain control over it they must make a total additional training of 10,000 words.
Jinchuuriki's will now require PURE I/C training in order to progress their bijuu. IC means actually in a location in the RP, following the normal rules and whatnot. At least half of your training is expected to be done with other PC characters as well.
In other words, this means you CANNOT make one huge post and insta be best buddies with your character. By training within the RP you follow standard laws; meaning you can run out of chakra, you cannot abuse NPCs, etc etc. Remember your training must be somehow benefiting your understanding, relationship, and/or control of your bijuu or affecting your emotions in a way your personality changes and along with it the bijuu.

If one does have the fire element, this veil of flames can be manipulated to a small extent(a few meters at best) and the heat is increased to a pure blue flame.

The dolphin horse allows its user to produce large amounts of steam from the pores in their skin and manipulate it to a basic extent. If the user has both fire and water element, they are capable of manipulating this steam to a very fine extent.

The 6 tailed bijuu allows its user to excrete a thin mucus-like layer of liquid chakra from their skin. This substance has extremely potent regenerative properties when applied to a target of choice from the jinchuuriki. In addition, if the user has the water element, this mucus can double as a source of water for techniques and adds an acidic property to them. It also increases the potency/decreases cost of water techniques.

The 6 tailed bijuu sacrifices large stat gains for unique abilities.

The 7 tailed bijuu grants the user a hard-plated exoskeleton that deflects most low tier ninjutsu and taijuts and thin insect-like wings on their back capable of flight and generating gusts of wind. If the user has the wind element, these wings can generate more powerful gusts and their wind jutsu has increased potency/decreased cost.

The beetle-bijuu offers both high defensive and speed related abilities with smaller drawbacks.

The 8 tailed bijuu grants strong tentacle-like appendages capable of using suction as well as swiping at opponents. It also grants the user the ability to spawn ink at will.

The 9 tailed bijuu no doubt provides the strongest stat benefits to a jinchuuriki. Furthermore, due to the tendencies of the beast’s personality, the longer the powers are activated the more powerful the host can grow. Each post using the Kyuubi’s power increases the stat bonuses by another +1, up to a maximum of an additional +6(Meaning +16 in the above mentioned stats).
Genjutsu Protection
The fox bijuu is no doubt the strongest of all 9 demon beasts and provides the best physical bonuses of all.
Bijuu Personalities
It should be dually noted that when starting out each bijuu is a mindless killing machine with thoughts only for itself. In most cases it will only lend its powers when they feel their own life is threatened… However, in the process of training them a mysterious change of faces occurs within each demon held within a jinchuuriki. In essence, the bijuu require a host in order for their true personalities to manifest outside of their rage filled actions.
For example, the 8 tailed Ox was noted as one of the most blood thirsty rage filled bijuus that constantly broke free of every host it was put into and repeatedly wreaked havoc through Kumogakure… However, ever since Killer Bee mastered him he became rather calm and collective. He willingly grants words of advice to Bee even when they do not benefit himself(Such as when he told Killer Bee how to save his animal friends when being attacked by Kisame). The beast itself said he was once filled with rage, but since meeting Bee he changed quite drastically.
A similar occurrence is expected with Naruto and the Kyuubi, as the very last expression showed by the Kyuubi was that of a weak and saddened animal.
So yes, it is possible to have the personality of a bijuu change in favor of the host. It could be considered a form of bonding, however in the end the bijuu will always want self-preservation. Even though the 8 tails showed comical relationships with Bee, he eagerly awaited his release to fight Sasuke and his team.
Keep in mind as well though, the administrators will still control the personality of the beast within the host. This means in general they will hold the hand when you attempt to take too much power from the bijuu, or when an opportunity occurs
for them to force you into the tailed form.
Tailed Forms
The primal uncontrolled mini-bijuu forms are well-known throughout the series. In truth they only provide a fraction of what the mastered bijuu does, and as such the stat gains can be seen as fractions of the full potential listed above(I.E, 1 tailed form for the giant ox would receive 1/8th stat increases and benefits). These are really a drawback more than they are a benefit… If the mini-form is ever pushed to all tails the bijuu posses then the bijuu is essentially released from their binds. The administrator controlling your bijuu also controls when the tails are released/how many at a time.
